(Emphasis added) I don't think I would be alone in reading the " we had the whole area to ourselves! " as a far-from-subtle implication that, due to the lack of humans on "the former Rosny Golf Course" at the time of his visit , they are obviously unused/underutilized, and therefore should be put to better use.
